Introducing the 3-Tier New MM2H Programme and MM2H in SEZ & SFZ (JB)
Malaysia proudly unveils the new 3-Tier MM2H Programme—Silver, Gold, and Platinum—alongside the MM2H initiative in the Special Economic Zone (SEZ) and Special Financial Zone (SFZ) of Johor Bahru. These programmes offer unparalleled flexibility, long-term stability, and tailored benefits, making Malaysia the ideal choice for expatriates seeking retirement, investment opportunities, or a second home.
Requirements
Age
- 3-Tier MM2H (All Categories): 25 years old and above.
- SEZ & SFZ in JB: 21 years old and above.
Application Method
- Applications must be submitted through licensed MM2H agents accredited by the Ministry under the Tourism Industry Act 1992.
Eligible Dependents
- Spouse: Legally married husband or wife.
- Children:
- Biological, step, or legally adopted children below the age of 34.
- For children aged 21 to 34, they must be unmarried, single, and have no employment in Malaysia.
- Disabled children of any age, with certification from a qualified medical professional.
- Parents and Parents-in-Law.
Minimum Stay (Per Calendar Year)
- A minimum of 90 cumulative days within Peninsula Malaysia.
- 3-Tier MM2H (All Categories): For applicants aged 25–49, the minimum stay requirement can be fulfilled by either the principal applicant or their dependents.
- MM2H in SEZ & SFZ (Johor Bahru): The same condition applies for applicants aged 21–49.
Residential Property Purchase
- Mandatory for all MM2H categories.
- Timeframe for Property Purchase: Before the application or 12 months from the date of the first MM2H visa is issued.
- Lock-In Period: 10-year starting from the date of the first MM2H visa is issued which the property cannot be sold.
- Upgrading Option: Purchasing higher-value properties during the lock-in period is permitted.
- Non-Compliance Penalty: Failure to comply will result in the revocation of the MM2H visa.
Medical/Health Insurance
- Applicable to applicants below 60 years of age.
- Only Malaysian medical/health insurance policies are accepted.
Certificate of Good Conduct
- Mandatory for all applicants and dependents aged 18 and above.
- Proof of no criminal record is required.
Medical Check-Up
- Must be conducted by clinics or hospital panels authorised by the Ministry in Malaysia.
- To be completed prior to MM2H visa issuance (post-approval).
Working, Business Engagement, and Investment in Malaysia
- Exclusively available for Platinum category participants.
Education
- Applicable for children under MM2H only.
Medical Treatment in Malaysia
- Permitted for all categories.
Proof of Offshore Income & Financial Strength
- Not required for any category.
Renewal Terms
- Visa renewable every 5 years after the initial term.
- Required documents for renewal include:
- Current passport.
- Updated medical check-up from authorised Malaysian panels.
- Malaysian medical/health insurance.
Tax Exemption
- Offshore personal funds enter Malaysia personal bank account are tax-exempt for all categories.
Change of Principal
- In the event of the principal’s passing, the MM2H visa may be transferred to the next-of-kin who is listed as a dependent under the application.
- Must be reported to the OSC MM2H via appointed agency within 3 months from the date of the principal passing.
PLATINUM CATEGORY
Fixed Deposit (FD)
- Minimum deposit of USD 1 million or equivalent of Ringgit Malaysia (MYR) in any bank in Peninsular Malaysia.
Property Purchase
- Purchase of residential properties in Peninsular Malaysia with a minimum value of RM2 million.
Fixed Deposit Withdrawal Conditions
- Up to 50% of the total fixed deposit amount may be withdrawn, subject to approval and specific conditions.
- Withdrawal is permitted only for:
- Purchasing properties valued at RM2 million or above (post-MM2H visa issuance).
- Educational expenses in Malaysia for children who are dependents under MM2H.
- Medical expenses or treatments in Malaysia.
- Domestic travel within Malaysia.
- Withdrawals can only be processed within Malaysia.
Government Registration/Entry Fee (One-Off)
- Principal: RM200,000.
- Dependents: Waived.
Immigration Processing Fee
- Principal: RM5,000.
- Dependents: RM2,500 each.
MM2H Social Pass/Visa
- Eligible for a 20-year renewable visa with Multiple-Entry Visa (MEV) privileges for both principal applicants and dependents.
- After the initial 20 years, visas are renewable in 5-year increments.
- Government renewal fee: RM5,000 (excluding visa fees).
Engagement in business, investment activities, or employment in Malaysia
- Allowed.
Maid Privileges
- Applicants are permitted to bring a maid under the MM2H programme.
GOLD CATEGORY
Fixed Deposit (FD)
- Minimum deposit of USD 500,000 or equivalent of Ringgit Malaysia (MYR) in any bank in Peninsular Malaysia.
Property Purchase
- Purchase of residential properties in Peninsular Malaysia with a minimum value of RM1 million.
Fixed Deposit Withdrawal Conditions
- Up to 50% of the total fixed deposit amount may be withdrawn, subject to approval and specific conditions.
- Withdrawal is permitted only for:
- Purchasing properties valued at RM1 million or above (post-MM2H visa issuance).
- Educational expenses in Malaysia for children who are dependents under MM2H.
- Medical expenses or treatments in Malaysia.
- Domestic travel within Malaysia.
- Withdrawals can only be processed within Malaysia.
Government Registration/Entry Fee (One-Off)
- Principal: RM3,000.
- Dependents: Waived.
Immigration Processing Fee
- Principal: RM5,000.
- Dependents: RM2,500 each.
MM2H Social Pass/Visa
- Eligible for a 15-year renewable visa with Multiple-Entry Visa (MEV) privileges for both principal applicants and dependents.
- After the initial 15 years, visas are renewable in 5-year increments.
- Government renewal fee: RM3,000 (excluding visa fees).
Engagement in business, investment activities, or employment in Malaysia
- Prohibited.
Maid Privileges
- Applicants are not permitted to bring a maid under the MM2H programme but can engage a licensed maid agency in Malaysia to bring in a maid.
SILVER CATEGORY
Fixed Deposit (FD)
- Minimum deposit of USD 150,000 or equivalent of Ringgit Malaysia (MYR) in any bank in Peninsular Malaysia.
Property Purchase
- Purchase of residential properties in Peninsular Malaysia with a minimum value of RM600,000.
Fixed Deposit Withdrawal Conditions
- Up to 50% of the total fixed deposit amount may be withdrawn, subject to approval and specific conditions.
- Withdrawal is permitted only for:
- Purchasing properties valued at RM600,000 or above (post-MM2H visa issuance).
- Educational expenses in Malaysia for children who are dependents under MM2H.
- Medical expenses or treatments in Malaysia.
- Domestic travel within Malaysia.
- Withdrawals can only be processed within Malaysia.
Government Registration/Entry Fee (One-Off)
- Principal: RM1,000.
- Dependents: Waived.
Immigration Processing Fee
- Principal: RM5,000.
- Dependents: RM2,500 each.
MM2H Social Pass/Visa
- Eligible for a 5-year renewable visa with Multiple-Entry Visa (MEV) privileges for both principal applicants and dependents.
- After the initial 5 years, visas are renewable in 5-year increments.
- Government renewal fee: RM1,500 (excluding visa fees).
Engagement in business, investment activities, or employment in Malaysia
- Prohibited.
Maid Privileges
- Applicants are not permitted to bring a maid under the MM2H programme but can engage a licensed maid agency in Malaysia to bring in a maid.
SEZ & SFZ in JB CATEGORY
Fixed Deposit (FD)
- Aged 21 – 49: Minimum deposit of USD 65,000 or equivalent of Ringgit Malaysia (MYR) in any bank in Peninsular Malaysia.
- Aged 50 & above: Minimum deposit of USD 32,000 or equivalent of Ringgit Malaysia (MYR) in any bank in Peninsular Malaysia.
Property Purchase
- Purchase of residential properties is subject to the list of properties/projects that are authorized by Government as “SEZ” and “SFZ”.
- Must be purchased directly from developers – Not through property agents and homeowners.
- Minimum purchase price is subject to the regulations set by Johor State Authority and developers – May require approval or consent from State Authority.

- Up to 50% of the total fixed deposit amount may be withdrawn, subject to approval and specific conditions.
- Withdrawal is permitted only for:
- Purchasing properties valued after MM2H visa issuance.
- Educational expenses in Malaysia for children who are dependents under MM2H.
- Medical expenses or treatments in Malaysia.
- Domestic travel within Malaysia.
- Withdrawals can only be processed within Malaysia.
Government Registration/Entry Fee (One-Off)
- Principal: RM1,000.
- Dependents: Waived.
Immigration Processing Fee
- Principal: RM5,000.
- Dependents: RM2,500 each.
MM2H Social Pass/Visa
- Eligible for a 10-year renewable visa with Multiple-Entry Visa (MEV) privileges for both principal applicants and dependents.
- After the initial 10 years, visas are renewable in 5-year increments.
- Government renewal fee: RM300 (excluding visa fees).
Engagement in business, investment activities, or employment in Malaysia
- Prohibited.
